Spotify local files stuck on waiting to download

The songs play on my PC since they are local files but I can't seem to get them to download on my android device. I am connected to the same WiFi, the playlist is "Available Offline" on both my PC and phone, looked up the problem but can't seem to find a solution to it.

Re-downloaded the local files to desktop app. Made a new source folder as a subfolder in downloads to make sure the local files were transferring cleanly. I'm honestly lost, any help?
